Allow the potatoes and peppers to continue cooking until tender. Once the potatoes are half-cooked, add the diced bell peppers and jalapeño (if using). Leave the potatoes to cook, untouched, for 3-4 minutes on medium high heat until lightly browned. Add the potatoes into the pan with the onions. Drain the potatoes from the water and pat-dry with a towel. Add the tempeh and pan-fry until golden and crispy on both sides, around 3 minutes on each side.
